ERP gantries near residential areas

In the past, the ERP scheme was setup to curb traffic from overwhelming the CBD areas. But is it still the case now?

Five new gantries are erected or soon-to-be erected along Upper Bukit Timah Road (outside Hume Park), Toa Payoh Lorong 6, Upper Boon Keng Road, Kallang Bahru Road and Geylang Bahru Road.

There is no word from the Land Transport Authority with regards to the operational hours of these gantries but the public (like yours truly) have begun to question the purpose of building these ERP gantries in residential areas.

LTA claims that these gantries are part of their plan to have an 'outer cordon' to control traffic going into the city. What remains unclear is the reasoning for using an "outer cordon" to control traffic into the city.

A fundamental question here would be; What is the objective of the ERP scheme now?
